Each year the FMWP commissions BERL to update its projected price level adjustors for use in upcoming annual plan processes. BERL has released the finalised price adjustors for the period 2009-19.   You can download the adjustors and supporting report below

BERL Forecast Estimates of Household Income

FMWP commissioned regional level projected estimates of household income for the period 2009-19. These figures have been derived from the same Computable General Equilibrium model that is used in preparation of the price level adjustors.

There is no presumption or expectation that a council would use these over other data, or that a council must consider these in any discussion around affordability. However many people confuse affordability (or genuine ability to pay) with willingness to pay.  These may be useful for those local authorities who are interested in producing robust information on the affordability of their rates to inform or support their policy judgments.  If you link these estimates with the rate levels in your local authority you have a useful analytical tool. "Not Just Hot Air" - The New Zealand Emissions Trading Scheme and the 2009-19 LTCCPs (4 November 2008)

"2009 and Beyond for Decision Makers".

A series of "2009 and Beyond for Decision Makers" seminars was offered earlier in the year to inform elected members about the LTCCP process and their role in it.  We are able to provide an abbreviated (roughly 1/2 day package) for small groups of councillors from a single council or group of councils.  If your local authority is interested in this please contact either Raymond Horan rhoran@solgm.org.nz or Don Mackay dmackay@solgm.org.nz.

This is a set of guides and other resources designed to lift the standard of 2009 LTCCPs in 2009 and subsequent years.   

These are brought to you by SOLGM in association with NAMS and Local Government New Zealand.  These Guides are being developed in close consultation with the Office of the Auditor-General.

The development of these guides is based on the following four principles known as the four cardinal virtues of long-term planning:

  1. The Right Debate - Getting the most from your long term planning is about creating and managing the right debate with public 
  2. Integrated Decision Making - A competent long-term plan will contain information that tells a consistent, coherent story to the community, a great long-term plan serves as the basis for aligning the whole decision-making process towards promoting community well-being
  3. Plan your Plan - Successful long term planning requires the careful sequencing of the production of a number of sets of information and debating your local authority’s future intentions
  4. The Continuous Plan - Long term planning is an ongoing process, not just a triennial document.

Audit Approach to 2009-19 LTCCPs (23 May 2008)
