Analysis of Draft LTCCPs

 

The Department of Internal Affairs has compiled two reports from draft long-term council community plans (LTCCPs). The reports are based around financial information, and other issues raised in the electronic draft LTCCPs of the 83 councils that have released their documents to date. It is part of an ongoing programme to collect and disseminate information on local government in New ZealandThe Department has asked SOLGM to assist in making these reports available to the local government sector.

The reports are:

Summary of Financial Forecasts

  • a collection of electronically scanned data from prospective financial statements for ten years. The categories are based on a set identified by MWH and previously used for the Department’s analysis of the 2006 LTCCPs. A number of assumptions (given in the front of the report) have been made, to allow for comparable information to be extracted from council accounts.  You can download this report here (PDF 19MB - 187 pages); and

Summary of Major Points 

  • a collection of summarised material extracted primarily from councils’ summaries and a scan of the draft LTCCPs. It contains observations based on summarised reading of the documents and represent a qualitative approach to understanding the main issues councils have identified to their communities.  You can download this report here (PDF 2MB - 95 pages).

DIA has stressed that while every care has been taken in presenting a fair view of the contents of LTCCPs, it is recognised there may be errors or omissions. These reports are not intended to replace individual LTCCPs.  Any queries or feedback about the reports should be addressed to:
