SOLGM Financial Management Working Party (FMWP) 

Role of WP

The FMWP has as its prime focus the promotion of good practice in financial management and strategic planning in local authorities.  Its area of interest is somewhat broader than its name suggests.  The Terms of Reference for the Working Party have been revised.  A new ToR were agreed by the SOLGM Executive Committee in June 2006.  Access the Working Party's Terms of Reference >>>>

The activities of the Working party include:

  • the development of guidance material for use by local authority staff;
  • promotion of training course and information sharing seminars in conjunction with the SOLGM Opus Business school;
  • representations to central government (departments, Ministers and Parliamentary Committees) on policy and legislative issues.

Membership

The membership of the Working Party is made up of local authority officers with relevant expertise and representatives of key stakeholders (OAG, AuditNZ, DIA and LGNZ).  This has allowed the Working Party to act as the major forum for the discussion between local and central government of issues affecting local authority financial management, strategic planning, rating and other related areas.

  • Mike Reid – Local Government New Zealand
  • Bruce Robertson – Office of the Controller and Auditor-General
  • David Smith - SOLGM
  • Athol Stephens - Dunedin City Council
  • Victoria Villaraza – Papakura District Council. 

Work Programme

Over the opast 18 months the major focus of the Working Party has been on developing the tools and resources to support local authorities in the process to develop their 2009-2019 LTCCPs.  This is now complete and the resulting "2009 and Beyond" guidance is now available.

A major project on the development of guidance on development contributions has recently commenced.

Meetings

The Working Party meets approximately every 3 months.  The most recent meeting was on 8 August 2008.  The date for the next meeting has not been set at this stage.
