The attached paper is an exposure draft of a standard template for reporting local government funding needs. The template takes the form of a series of commonly used financial indicators, including measures relating to rates, debt and expenditure. You can download the paper here
The purpose of the template is to improve public understanding of rates and local government finance to help the public find the ‘right questions to ask’. It is intended to provide a fair, balanced and accurate picture of local authority funding requirements to the public.

FMWP asks that comments focus on whether the indicators meet the tests imposed in section 3.1 of the template, and any matters of practicality involved in the collection of the measure. If you consider a measure is invalid then please explain why with reference to section 3.1, and provide an alternative (with reasons why this is a better measure).
