Re-engineering, Reinvesting and Revitalising the Community — City of Corpus Christi, Texas, United States of America (Pop 293,000) No manager can ever know too much about performance management. Corpus Christi’s case study showcases its re-engineering programme, which spans all three facets of enterprise OPTimisation (Organisation, Process and Technology). The new programme introduced a more dynamic, strategic method of performance management using the industry-standard Balanced Scorecard framework, which translates key business strategies into specific, measurable objectives to which all departments contribute. Strategies have included formal backlog analysis, reliability-centred maintenance programmes, contract management systems, employee cross training, and skill-based pay, with significant organisational benefits.
